Is it possible to use C# and .NET Micro Framework to do video streaming.

I'm afraid not. I think that some of the boards (the Freescale one springs to mind) have outputs for audio streams, but a Micro Framework device would just not have the performance to deliver video output. For that I think you'll need Windows CE and native code.
